Its thinner than a pashmina and i see a ton of people wear them at festivals like coachella n edm, similar to this one but it covers more of the front of the neck and over the head kinda like a russian grandma

It looks like a bandana under a hat. It could be one of those nicer bandanas made out of silk/satin/polyester. I’ve seen some larger one sold, no idea on dimensions, that could be likely found under search terms like Head scarf for that babuska look
