Must have been nice to be in a state that allowed mass gathering permits to be issued…. Or you just barely had any people there and it was small enough to be classified as a private event. (I run a festival in Michigan so I have first hand experience trying to get “gold stars from the health department” and their response was..”you can do your event without the permits but good luck not getting shut down.” Also good luck getting insurance and many other necessary things.)
